Spells like Sending or Plant growth seem innocent at first but when included into the world building they can have immense effects. Plant growth allows any kingdoms farms thrive, Sending allows information to travel unimpeded to others (even if the word limitation exist but even small messages can have huge impact if they are planned beforehand). Teleportation is another thing although it is a bit higher level spell.
In low fantasy world this isn’t a problem since people who have access to this level spells aren’t common but in high fantasy 3rd level spells aren’t too rare.
I tend to go with the route of “Yeah, even if PC Clerics have access to it, NPCs often don’t have Sending spells even if they are technically clerics” or just ignoring them in world building but how do you handle them? And what other spells are there that could have bigger effects to the world?
