Full Disclosure: I love Dragon Riding and D.R.I.V.E. I think it’s perfectly understandable if you don’t. Even I disable Dragon Riding sometimes but I fully support Blizzard making changes like this.
However… having tested out D.R.I.V.E. I felt a little confused…
Regarding Dragon Riding: Implementing Dragon Riding globally to apply to all flying mounts was kind of a given. It’s just fast enough and just interesting enough to be a focal point of an entire expansion but not so different that it is flat out incompatible with the rest of the world.
Regarding D.R.I.V.E.: The complete opposite is true of D.R.I.V.E.. There is virtually no way imaginable for this to be implemented in the rest of Azeroth.
Why do this? Why implement one system which perfectly fits with the rest of the in game universe and mount system and one which is essentially completely incompatible with it??
I had the thought of “What if D.R.I.V.E. isn’t about changing the way ground mounts in general work and was instead about how changing the way “wheeled” ground mounts worked specifically?”
What if all mount archetypes had unique qualities?
This requires a solution to the Dominant Strategy problem though.
Allow all mounts to swap between “Classic Riding” and whatever unique riding mode they have, do not give mounts qualities that provide them all three of the following: Speed, Advantage, Maneuverability, and do not ever making using a specific mount type necessary.
Examples:

Elekk (or similar) mounts
-Passive-
Slower acceleration / higher max speed when compared to other quadriped mounts.
-Active-
Ability: “Stampede” Initiate a forward charge granting immune to daze and restricting turn maneuverability and disables the ability to jump while Stampede is active.
This would allow you to cross large distances faster without risking being interrupted. Personally I’d use this.

Cat (or similar) mounts
-Passive-
Faster acceleration / slower max speed compared to other mounts
Reduced aggro radius
-Active-
Ability Option 1. “Prowl”: Very short duration stealth.
Ability Option 2. “Leap”: Long jump style horizontal leap.
This wouldn’t necessarily be the go to ideal mount in all situations but I can think of a several zones where this could enable easier traversal or allow for short cutting otherwise inconvenient paths.
This kind of system would also open up the ability to address unique situations in a really interesting way. Looking at Throne and Liberty for inspiration there is a turtle “mount” (you turn into it but same difference) that lets you move through lava unharmed. Blizzard could easily add passives to mounts like the lava snail / elekk that would allow them to move through lava unharmed or perhaps with a short timer before they start taking damage. This wouldn’t be particularly vital but it also wouldn’t make them feel compulsory which would allow them to feel unique and interesting without being OP. You could do things like allow fish mounts to be faster than other water mounts but have lower effective health resulting in you being more likely to be knocked off vs something like a turtle being a little slower but much harder to be knocked off of. It would also allow Blizzard to introduce utterly unique mounts from time to time that do things no other mount does. My first thought was that it would be cool if the Void Elf racial mount had an ability similar to the Void Elf’s racial void teleport style ability.
I think it would be relatively easy to make each mount archetype feel unique and interesting without making any of them feel compulsory.
The one caveat to this is Blizzard would have to utterly refrain from incorporating the existence of these mechanics into dungeon/raid content which… if I’m being honest… I don’t believe they have the restraint to do. I think there are too many people who would find that incredibly annoying to make it worth doing.
