Does a child account in a Steam Family with a Store Access have the ability to purchase games? /u/Kenovs Steam on Reddit

I would like to know if a Child account on a family, with parental controls turned on, but access to the store allowed is able to purchase games via their own steam balance or a credit card?

And if not is there a way to allow them the ability to purchase without turning them into adults?
