Steam achievement percentages /u/Kyoujin16 Steam on Reddit

According to this image, only 75.6% of players who bought the game Hollow Knight were able to get the most basic of achievements. Now I may be biased towards this game but I can’t believe that almost 1 in 4 people bought this game, played for maybe an hour, and then immediately decided that it wasn’t worth playing. Should these percentages be taken at face value or is there something I’m missing?
