Dming questions /u/Booty_shortzzzzzzzz DnD: Roll for Initiative!

Okay so I’m having a hard time trying to figure out the pacing of my story what I have right now is there’s a lich invading the country and the players have until the lich gets here to prepare I’m starting at level 3 and want to end at about level 14-18 using exp but I’m multiplying by 1.3. Anywho I want to introduce the threat at about level 7 or 8 so how do I fill the time inbetween level 3 and then how do I fabricate a reason for the party members to stay in the story other than the players know they’re supposed to I’m a new dm but long time player
