is my friend over reacting about my homebrew Holy Water rule in Curse of Strahd? /u/Odande DnD: Roll for Initiative!

basically, in my CoS game I had a player say they wanted to use a Bonus Action to apply Holy Water to make their attack magical for 1 attack (they are level 1-2 during this time). I say wow, that’s a unique interaction sure! Keep in mind, no damage addition only making the attack magical. I inform the party later that we are limiting a Holy Water flask to 2 charges and a vial to 1 charge.

Later, my friend is messaging me about how he thinks its completely broken and ruins the resource management of the game. I inform him that the party only has like 4 more vials of holy water and the party is about to have access to the Magic Weapon spell in like 2 sessions. Making 1 attack do 12 instead of 6 damage isnt breaking anything in my opinion when it uses the Bonus Action and a limited use item they have no way or mass producing (im limiting Ceremony spam as I said there’d be consequences for sitting around for days mass making it).

Is he over reacting or am I missing something?
