Was Chef the closest thing the boys had to an actual good influence and a role model/father figure?

Going on a binge right now from Season 1, it seems to me that Chef genuinely cares about the boy’s. To me it seems he tries to teach them morals (granted flawed at times since he sings about having sex a lot but still). He helps the boy’s save the town from peril as seen in Pinkeye and Mecha-Streisand, and he always gives the boys some actually good advice unlike the rest of the adults in South Park.

Back to morals – he did tell Cartman to “remind me to whip your ass later” when Cartmen came to school dressed as Hitler. This is justified and something parents should do if their child does that. It also shows that Chef may care about the boys more than their actual parents do.
