Do muscles still grow from being pushed, no matter how short the workout is? /u/NoWitness6400 No such thing as stupid questions

For example if someone is severely weak due to being inactive for very long and they can only exercise properly for 7-10 minutes a day, will those few minutes still make them stronger if done constantly? Is pushing your muscles do their limit consistently really the only thing that matters?
