I haven’t leveled up since 2 years ago. /u/TimoshQ Steam on Reddit

So basically I have been on steam for about 6 years, and I am stuck on level 11. While my friend who joined steam 2 years ago is already level 20. He bought 2 more games than me (they cost a lot less) but he has less stuff than me in everything except games (He has less achievements, badges, workshop items and community awards) I went on a shopping frenzy too and bought a lot of games last year and this year too.

I’m not in anyway saying that it’s undeserved for him, but I just find it weird. Can someone please explain the leveling up system and how it works? (Also sorry for not providing accounts, my friend did not consent to his steam account being uploaded here)
