Did Twinned Spell Get Nerfed in 2024? /u/Neh-Le DnD: Roll for Initiative!

I was reading the new PHB 2024 and noticed the updated description for Twinned Spell:

When you cast a spell, such as Charm Person, that can be cast with a higher-level spell slot to target an additional creature, you can spend 1 Sorcery Point to increase the spell’s effective level by 1.

I haven’t finished reading the PHB24 yet, so I’m not sure which spells this applies to. In the 2014 rules, I remember being able to Twin any control spells that targeted a single creature and attack spells cast on a single target. But now, with the limitation of “can be cast with a higher-level spell slot to target an additional creature,” I feel like this might be a pretty big nerf.

What do you think? Is this restriction too much? Does it ruin Twinned Spell for you? I’m considering homebrewing the old version depending on your thoughts.

edit: Thank you for your answers. How can we change Twinned Spell to make it a satisfying and balanced feature? Please share your homebrew ideas.
