Build Advice /u/Equivalent_Plane3854 DnD: Roll for Initiative!

Okay so looking for some advice on a build. I am about to join a campaign at level 9 and for flavour/character reasons I am multiclassing.

I am a half-elf and we get a free feat at level 1. (Dual weilder currently) and next feat is War Caster

Rolled stats: Str: 11 Dex: 17 (inc to 18) Con:17 (Inc to 18) Int: 10 Wis: 16 Cha: 18 inc. to 20)

I can’t decide whether to go:

Fighter 2 (for 2 weapon fighting and Action surge) Hexblade 5 Swashbuckler Rogue X

Or

Hexblade 5 Swashbuckler Rogue X

The hexblade/swashbuckler are non-negotiable as they are character/backstory choices, but I don’t know which build to go with. Plan at next feat is to go for Elven Accuracy to maximise my crit chance.

Any thoughts?
