Is it inappropriate to be tickled in the crotch? /u/HockeyWolf_38 Sex

I’m 20F and recently my mom has started tickling me in the crotch again. When I was younger, mostly 6-10 years old, my mom would often do this and pass it off as being playful. I grew up with this so it always seemed normal to me, especially considering she’d do it to my two other sisters as well. She used to come up to me or one of my sisters and without warning start teasing us and tickling our crotch’s, and it wouldn’t just be a light tap or anything. It got to the point where it would seem so normal that me and my siblings would tickle each other in that spot. The older I got the less she’d do it, although it was mostly a decrease in tickling in general. Then when I became a teenager she started doing it again. She started up again when I was 15 years old, although it would only happen occasionally a lot of the time she’d have some wine with her but she definitely didn’t drink enough to be drunk. Around that age I started having thoughts like “is this normal” and “why don’t my friends parents do this” but I brushed it off as a thing that all families did and that no one ever talked about it. I thought about asking my friends if it was normal, but I didn’t want to come off as weird if it wasn’t normal so I didn’t say anything. To be honest I forgot about this whole thing for a while but recently she started doing it again. My mom will come up to me, as if to talk to me, and then with no warning start tickling my crotch; and like I stated earlier she wasn’t just doing a light tap or anything, she’d shove her hand there. Now that I’m not a kid anymore it seems really weird, and it’s making me a bit uncomfortable, even more so because she hasn’t done it to my siblings at all, just me, and sometimes in front of them. I don’t know what to do but my overall concern is if this is normal?
