BloonsTD5 Backup Issues /u/AzeriaWild Steam on Reddit

Hi all, so I have Bloons TD5 installed on both my laptop and desktop, the Steam Cloud has never worked with syncing the saves so the laptop and desktop saves are on different levels. The laptop is at Level 54 while the Desktop is at Level 26.

I have given up on trying to get the Steam Cloud to work so I am attempting to use Steam backup to manually move the laptop save over to my desktop so I can continue my progress.
However, for some reason, when I create the level 54 backup from the laptop on a USB and restore it on the desktop, it will load up and be back at level 26 again on the desktop.

I am very confused as to why it is doing this and I am after any advice on how I can get the laptop save over to my desktop.
