Should I be able to move around a target underwater as an Warrior of the Elements monk? /u/Slxyer22_ DnD: Roll for Initiative!

I had this dispute with my DM today. Essentially, while using the “Elemental Strike” ability that allows me to force a target, on a successful Unarmed Strike, to make a Strength saving throw. On a fail, I move the target 10 feet towards me or away from me in any direction. My DM said I could not, because I was underwater and it is harder to move things underwater. However, the 2024 PHB states that “your reach is 10 feet greater than normal, as elemental energy extends from you,” and “On a failed save, you can move the target up to 10 feet toward or away from you, as elemental energy swirls around it.” Implying I am using the elements to move the creature. Water is one of the elements. What are your thoughts?
