Why is rockstar games so hard to use with steam /u/Majestic_Fix5055 Steam on Reddit

I’ve been trying to open red dead redemption and the game is stuck saying “stopping” on steam or it says its running but doesn’t appear on task manager for me to close it, I’ve tried closing steam and turning my pc on and off. I just want to ride my horses around on red dead is that so much to ask. Please send help.
