Title. Because from my understanding, CEOs like Elon Musk want to give more jobs to H-1Bs and give them cheap labor so that they can profit more from paying less. But what is stopping the higher-ups in suits from just giving those roles to anyone, not just H-1Bs and outsourced candidates?
