Can you manage a parental child account without a steam account? /u/Zeta_Crossfire Steam on Reddit

So I built a PC for my nephew and put myself as the parent for the moment so I can limit what games he can play since he’s only 13. My step sister wants to have control but doesn’t want to make a steam account. I don’t think that’s possible, I think she has to have one right? If she makes a new account with no games or anything on it can’t she start a family account and add him? She’s never going to use it outside of checking on him. Thanks a lot
