Getting Arthur into Blackwater for the challenges is relatively easy, if you start any bounty mission, capture or kill them (if you want peace and quiet) and simply ride into Great Plains with them on the back of your horse. No wanted level and no Pinkertons, you don’t have to avoid any roads and can even visit Blackwater. Just don’t go into thieves landing, otherwise you get insta killed. I used this to do horseman 9.
